Plasmid DNA is pretty stable at room temperature and the best way for sending it is spotting a small amount (0.5 - 2 µg) onto 3MM filter paper. The recommended procedure for preparing (and recovering) plasmid DNA spotted on paper is described below. In order to avoid contamination, wear protective gloves and clean scissor blades after cutting each plasmid spot (spray with 70% EtOH and then wash with ddH2O).
